At the beginning of July this year, new provisions governing the minimum wage for temporary workers in Germany came into force. The obligation to apply the rates resulting from the provisions in question concerns all temporary employment agencies operating in Germany, i.e. both German (national) agencies and foreign ones posting temporary workers to Germany.
1. Minimum wage regulation
On 24 June 2026, the Seventh Regulation on the minimum wage for temporary work, enacted by the Federal Ministry of Labour and Social Affairs on 19 June 2026 (hereinafter referred to as the Regulation), was promulgated. The new provisions came into force on 1 July 2026.
2. Rates resulting from the Regulation
The Regulation requires temporary employment agencies to pay temporary workers the minimum wage at the following rates:
| from 01/07/2026 to 31/08/2026 | EUR 14.96 gross per hour of work |
| from 01/09/2026 to 31/03/2027 | EUR 15.33 gross per hour of work |
| from 01/04/2027 to 30/09/2029 | EUR 15.87 gross per hour of work |
The rate resulting from the Regulation shall be taken into account from the remuneration for July 2026.
3. End of application of the Regulation
The Regulation will cease to apply on 30 September 2027. This means that in autumn 2027, we can expect a new legal act governing the minimum wage for temporary workers in Germany.
